This year’s forum will be held in Astana under the general theme “Managing natural resources to accelerate national development” and will provide key trends, projects, and technologies in the mining and geological industry in Kazakhstan and the countries of the Central Asian region.
Abstract
The existing GKZ standards in Kazakhstan adopted from the Soviet Union were well established and worked for the system when the country owned the assets. Today, they are no longer effective as they do not comply with the modern realities for investors, society, and the environment. KazRC is being adopted in Kazakhstan, a CRIRSCO family code with an approach similar to the top Mining countries/regions, such as Australasia, Brazil, Canada, Chile, Colombia, Europe, India, Indonesia, Mongolia, South Africa, Turkey, USA. One of the important steps is implementing and understanding the basis of the new Code and adapting to it and changing the regime. Today, an important step for further change is transitioning to royalty. This would be a long-term beneficial initiative that could attract investors in the future. Short-term initiatives like tax increases benefit the country’s budgets in the perspective of years, while long-term initiatives could create a basis for the long-term benefits.

Существующие стандарты ГКЗ в Казахстане, заимствованные из Советского Союза, хорошо зарекомендовали себя и работали в системе, когда страна владела активами. Сегодня они уже не эффективны, так как не соответствуют современным реалиям для инвесторов, общества и окружающей среды. KazRC принимается в Казахстане, семейном кодексе CRIRSCO с подходом, аналогичным ведущим странам/регионам горнодобывающей промышленности, таким как Австралазия, Бразилия, Канада, Чили, Колумбия, Европа, Индия, Индонезия, Монголия, Южная Африка, Турция, США. Одним из важных шагов является внедрение и понимание основ нового Кодекса, а также адаптация к нему и изменение режима. Сегодня важным шагом для дальнейших изменений является переход к роялти. Это будет долгосрочная выгодная инициатива, которая может привлечь инвесторов в будущем. Краткосрочные инициативы, такие как повышение налогов, приносят пользу бюджету страны в перспективе нескольких лет, в то время как долгосрочные инициативы могут создать основу для долгосрочных выгод.

Khairulla is a Principal Mining Engineer with CSA Global (an ERM Group company). He is an experienced mining professional who has delivered mining engineering, mine planning, economic evaluation for projects, and technical studies and has worked across mining operations. Khairulla has delivered open pit and underground projects and studies across multiple commodities, with responsibilities for design, planning, scheduling of mine operations, and economic evaluation. He has focused on preparing mining studies, due diligence, and expert opinion reports. Khairulla complements these capabilities through the advanced application of modern mining software systems, the implementation of technologies, and the application of best practices.
